    Description:
    Allow users to view the forum when it is disabled

    Installation:

    Import "product-access_disabledforum.xml" as a product, overwrite if it's already installed

    Where to set option:
    Settings-> Options-> Turn Your vBulletin On and Off-> Allowed Usergroups
