Attached are the red images I modified, along with screenshots. To change the border around the avatar in the header, it's fb_headerbox in the vbulletin-chrome.css file. Specifically:

li#fb_headerbox a#fb_link #fb_squarepic{
        position:absolute;
        right:-6px;
        top:5px;
        z-index:1;
        border:1px solid #9d0303;
        padding:1px;
    }

In my case, using red, I changed it to #9d0303.
